If you are a ordinary customer, do you know this is not a direct IDD call but a "home return call" service ? Sometimes it is very hard to wait for the Smartone return call during travel because you are in motion. You may pass through the area where there is no mobile signal when you are in the bus or subway. There is no choice for customers to choose from.
I think you are rather lucky because Smartone did not charge you when your mother was not home. I did not have the luck, I called my home many times but nobody was there, as a result, several $10 were charged by Smartone.
The CS of Smartone also confirmed that the "home return call roaming service" charges from the beginning of the dailing tone.

that's strange - i know they charge from the moment the phone starts to ring, but that only applies when someone picks up the phone on the other end. if no one picks up the phone, the call will be not charged gar wor. let me investigate sin.
