A tube amplifier has several elements:
CIrcuit Design: unless there are some really innovative design, otherwise, this is the most mature and simple part, they shouldn't make any mistake on this part, so I won't worry on this.
Chassis: you have seen it with your own eyes anyway, if you like it, then goof for you.
Tube: this is the doubt part, but as long as they use popular tube, if you don't like it, change it to your favourite tube, no big deal
Transformer: This is the deadend, and the biggest uncertainties. Transformer is the key component in tube amplifier, PRC has very good transformer supplier, but the question is whether they will give you the best. If there are certain ensurance that they really use good transformer, then you are 70% sure that this is a good deal already.
Component, consistent and QA: this is the biggest doubt, I have seen many cases that their Reviewer Sampler product perform extremely well auditionroom, their first production batch are very good but obviously not as good already. The MASS production will sound significantly in one year time.
I have a friend who bought a 300B SET from a Chinese brand, at the same price, he go for the second handed reviewer sample instead of the brand new boxes. It sound very good indeed. Some of his friend listened to that and like it, so severl months later they went back again and bought a new amplifier for his friend, but this time, it sound significantly weaker even after run in.
Guess what happened? they take the two amplifier together remove all the chassis parts and check out the circuit and material, they know the answer immediately: The reviewer sample use transformer that is 50% larger then the one used in mass production run.
So if you audition an ampliifer and like it , then take that, don't let him open a new set for you.
